The law states that sexual harassment is sexual behavior that violates human dignity, liberty, privacy and/or gender equality, and is therefore prohibited by law.
The law enumerates five sexual behaviors that can be considered sexual harassment:

3. Repeated sexual advances to one who has shown he/she is not interested
4. Repeated sexual references to one who has shown that he/she is not interested
5. Degrading or denigrating treatment of another person's sex, sexuality or sexual orientation
We would like to add that the behavior of a spiritual, educational or administrative authority that does not conform to halakha can be considered sexual harassment or abuse.
